The improvement in living conditions of the 370,000 inhabitants of Seine Aval is the main theme of the collective project. The construction of housing therefore naturally forms part of the OIN priorities with sustained attention for the diversification of the stock. The redevelopment of Seine Aval implies the accommodation of more advantaged populations, well trained, looking for a pleasant lifestyle just as much as consideration for longstanding inhabitants.

The development acceleration must make it possible to achieve the objective of 2,500 new homes per year by 2010. This objective will be achieved in two ways :

  • Operational town planning is re-launched through development operations of varying degrees over the whole area.
  • The development contract for the residential offer established by the Yvelines Departmental Council constitutes a strong incentive for the communes.

The architectural and environmental quality of the new housing forms part of the central objective for the area’s transfor-mation. At the same time, the dramatic recovery of the large ZUS (Sensitive Urban Zones) continues at Val Fourré, Les Mureaux and Chanteloup-les-Vignes. These previously abandoned districts are gradually becoming the locations for new buildings which offer populations new opportunities for housing.
